Providing further steps towards a single child recordIdentifying children who have additional needs and providing timely and co-ordinated support to meet those needs is key to the Every Child Matters: Change for Children programme. One eCAF (Common Assessment Framework) provides an holistic view that covers a child's developmental needs and the ability of the parents and/or carers to provide for that child and associated family in a system that is available electronically. One eCAF conforms to the national standards and fully integrates with the One system. An integrated eCAF solution At the heart of the solution is the fundamental concept that sharing information informs better decision making. The practical realisation of this in the design of the eCAF is significant. The One database holds details of the CAF making it unnecessary to purchase and manage yet another child database. The basic details of all children receiving maintained sector education within the authority will already be in the system. Regularly updated by data feeds from schools, these details will containing the most up-to-date demographic details of the child which will instantly populate the front sheet of the eCAF, if the child is known to the system, thus saving time and minimising the possibility of error. One eCAF is not only available on the web, but can also be accessed from within the One system making it immediately available, when appropriate, to users of the Integrated Children’s System and other child centric modules. eCAF can be accessed directly by schools using Capita Children’s Services School Information Management System (SIMS) without teachers and support staff having to leave their familiar environment. Respecting the need for local Customization Compliance with common data and process models is essential, however there is still a demand to be able to shape the system to meet authorities own requirements.With One eCAF, authorities can customise the form to capture additional data for recording and reporting purposes. Reports can be created locally and can draw out a wide variety of valuable statistical information for a variety of users. Given the integrated nature of the One system, reports can also be created which draw on data from all tables within it, a feature that offers considerable potential for monitoring the effect of assessments, measuring trends, providing comparative statistics and producing key indicators. Linking to ContactPoint One eCAF follows the DfES ‘Full Integration’ model. The One system will provide data to update ContactPoint, as well as a search tool to query it. It will also maintain the specific ’CAF flag’ against a child’s record to track the existence and location of a Common Assessment episode.
